Request for Expression of Interest: Independent Power Producer and Battery Energy Storage Procurement Programme
This Expression of Interest (EOI) request is issued by the Stellenbosch Municipality (the Municipality) to solicit information and interest in respect of the Municipalityโs intent to issue a Request for Proposal (RFP) under the Stellenbosch Municipality Independent Power Producer and Battery Energy Storage Procurement Programme (STMIPPPP).
The Municipality in its Integrated Development Plan (IDP) has identified the need to increase its energy resilience and has identified the procurement and buying of electricity derived from renewable energy sources from one or more Independent Power Producers (IPPs) as a key priority.
The Municipality has now completed a feasibility study which was undertaken to assess whether procuring power from IPPs will be affordable, offer value for money, and whether it is technically feasible. The outcome of the feasibility study was positive, and the Municipality intends to launch the RFP for the Project under the STMIPPPP by January 2025
The Municipality hereby invites potential bidders to provide information and/or proposals for the development/construction of:
- One or more Solar Photo Voltaic (PV) generating facility(ies) of up to 71 MWp; and
- One or more Battery Energy Storage System(s) (BESS) of up to 15 MWh.
The Municipality is inviting interested parties who have the relevant competencies, capacity, and experience to develop and implement IPP generation and battery energy storage projects, to submit an EOI to enable the Municipality to consider the responses and, to the extent appropriate, to use those responses to assist the Municipality in developing the RFP for the STMIPPPP.

Potential bidders may submit questions, to the indicated email address within the document, up to 25 September 2024. Completed information packs are to be submitted to deon.louw@stellenbosch.gov.za. The EOI closing date will be 7 October 2024
