Stellenbosch Municipality has taken its commitment to community safety and collaboration to an international level by signing a Memorandum of Understanding (MOU) and Twinning Agreement with Nansana Municipal Council, Uganda. The agreement was formalised today by Executive Mayor Jeremy Fasser and Mayor Regina Nakazzi Bakkitte, marking the start of a unique partnership focused on public safety, urban development, cultural exchange, and economic cooperation.

The initiative was spearheaded by the Strong Cities Network’s East and Southern Africa Regional Hub, hosted by the East African County and Local Government Association (EACLGA), which approached Stellenbosch to share its expertise in managing its highly successful Neighbourhood Watch Programme. This thriving initiative has become a model for enhancing public safety, addressing hate and extremism, and fostering community resilience.

Key highlights of the agreement include:

  • Public Safety and Security: Stellenbosch will provide technical support to Nansana in establishing the Neighbourhood Watch Model to promote public safety and reduce polarisation, drawing on its proven success in South Africa.
  • Urban Development: Both municipalities will share knowledge in urban planning, spatial development, and waste management to ensure sustainable growth.
  • Cultural Exchange: The partnership will encourage joint cultural initiatives, including art exhibitions, music festivals, and exchanges for artists and cultural practitioners.
  • Economic Development: Opportunities for trade, investment, and local economic cooperation will be explored to boost both local economies.
  • Youth and Education: Educational initiatives, student exchanges, and collaboration between academic institutions will focus on equipping youth with valuable skills.

This collaboration builds on a solid foundation laid through the Strong Cities Network. In May 2024, Stellenbosch led a training session in Nansana on its Neighbourhood Watch Model, engaging over 200 local government officials and community-based actors. A quality assurance site visit in August 2024 further reinforced the partnership, ensuring readiness for today’s milestone agreement.

This partnership is a reflection of our mutual commitment to fostering sustainable development and cultural understanding.”

This agreement represents a bold step towards building bridges between communities and creating opportunities that benefit residents of both Stellenbosch and Nansana.
