Stellenbosch Municipality has taken note of the statement and video shared by the Dorp Street Sunday Market on social media yesterday, 28 October 2024. We appreciate this opportunity to provide clarity and details regarding the status of the market and outline a potential way forward.
The Dorp Street Sunday Market has been a small, private initiative over the past few years offering local vendors an intimate space to showcase their products and entrepreneurial spirit – something that we celebrate and support. However, what began as a small, informal gathering with a few tables outside some established businesses has expanded into a larger, formal market operating on municipal property, pavements and the road reserve.
The market has evolved to the present large-scale operation where the operator benefits significantly because of having access to municipal property. This access to municipal property was however not subject to an open process in a bid to compete with other parties who may also have an interest to operate the market.
The municipality has received several complaints regarding sidewalk obstructions, noting a shift from small displays in front of individual shops to a market setup that inadvertently restricts pedestrian flow.
Additionally, some property owners have raised concerns over issues such as litter, vandalism, and restricted access to their establishments or residences. While the Municipality remains committed to supporting initiatives that stimulate local business and creativity, it is essential that all markets follow proper processes to:
- Protect the Municipality from liabilities associated with potential injuries.
- Ensure pedestrian safety by keeping sidewalks accessible and reducing the risk of visitors walking in the street.
- Maintain access for all, including elderly persons, disabled persons and wheelchair users.
- Respect property owners’ objections to hosting markets in front of their premises.
For these reasons, the market organisers were asked to comply with the formal application and approval process. After careful consideration, the current setup of the Dorp Street Sunday Market was not approved to continue at its existing location, as the area is not designated for informal trading or market activities. There have never been any approvals granted and taken away. This was the first time that the organisers ever followed the proper procedures of applying to host a market.
The Municipality is actively collaborating with the market organisers to find a more suitable location within the Stellenbosch town area that prioritises pedestrian safety, ensures unimpeded access, and offers adequate parking.
Balancing the benefits of the market with community needs is essential, and we look forward to locating a new, ideal location where the market can thrive.
