Stellenbosch Municipality is thrilled to announce the launch of the Stellenbosch Junior Town Council (JTC), an innovative platform designed to get young people involved in the workings of local government. This exciting initiative will bring together Grade 10 and 11 learners from schools across the municipality to collaborate on campaigns, address socio-economic issues, and develop essential leadership skills.

The JTC is a non-political programme aimed at fostering a sense of civic responsibility and empowering young people with the skills and confidence needed to effect positive change in their communities. The initiative provides a platform for learners to grow as individuals and ambassadors for their town while gaining firsthand experience in local government operations.

The Stellenbosch Junior Town Council provides an invaluable opportunity for learners to:

  • Become ambassadors for Stellenbosch;
  • Develop leadership and community project management skills;
  • Enhance their understanding of local government;
  • Cultivate a culture of active citizenry.

Through this initiative, the Municipality seeks to nurture the next generation of community leaders, equipping them with the tools to engage meaningfully in civic life and inspire change.

Selection Criteria and Process

The Junior Town Council will select learners through a three-phase application process. The selection process will assess each applicant’s leadership potential, commitment, and intellectual preparedness, with emphasis on essential qualities such as:

  • Personal ownership,
  • Interdependence,
  • Courage,
  • Commitment,
  • Perseverance.

The Municipality values diversity and encourages applications from learners of all cultures, religions, and viewpoints. Candidates will be evaluated based solely on their capacity for leadership and grade level, ensuring equal opportunity for all.

Application Process Overview:

  1. Phase 1: Learners will be screened by the selection panel based on their grade and school.
  2. Phase 2: Shortlisted candidates will complete an online test, requiring a minimum score of 80% to progress to the next phase.
  3. Phase 3: In the final phase, candidates will participate in an in-person interview, during which they will present a 1-minute speech outlining their leadership project.

Get Involved

Grade 10 and 11 learners from schools within the Stellenbosch Municipal boundary are invited to apply for a one-year voluntary term on the Junior Town Council. Applicants must ensure they can commit to the programme, which requires participation in activities at least one Saturday a month. This is an opportunity for motivated youth to engage with real-world challenges, develop their leadership capabilities, and represent their communities on a municipal platform.
