This morning, Executive Mayor Jeremy Fasser and the Mayoral Committee met with the Municipality’s Administrative Leadership for the formal signing of the annual performance agreements of the Municipal Manager and Directors.
While this is a legal requirement in terms of the Municipal Systems Act, we’ve made it a tradition to go a step further. Each agreement is signed in the presence of the relevant Mayoral Committee Member – the political portfolio head who works closely with the Director throughout the year. It is a practical demonstration of oversight, accountability and shared responsibility for delivering services to our communities.
These agreements are not confidential documents. Once all administrative processes have been completed, they will be made publicly available on the municipal website for residents to scrutinise.
Unfortunately, this level of transparency is not always the norm. Across many municipalities, performance agreements are often signed behind closed doors, not published, not evaluated, or in some cases, not signed at all.
In Stellenbosch, we choose a different path.
