Stellenbosch Municipality

A three year old girl has drowned in the swimming pool of the Stellenbosch Fire Department on Tuesday, 24 December 2013.  The incident took place around 17:20. 

According to Wayne Smith (Acting Fire Chief Officer), the child and her mother are from Paarl and they were visiting the mother’s sister who is a Senior Fire Fighter at the Stellenbosch Municipality Fire Department.

The Senior Fire Fighter is a resident at one of the Fire Department’s houses and they have access to the swimming pool at any time.  She and her sisteraccompanied a small group of children to the swimming pool and were sitting on a bench less than 10 meters from the pool.  

According to them, the girl (victim) was sitting alongside the pool with her feet dangling in the water and somehow slipped into the water without anyone noticing.

Craig van Reenen, an off-duty Fire Officer discovered the girl floating in the swimming pool and immediately performed CPR on her.  Other fire medical officials also quickly responded. They could not recollect for the time that she was under water.

The girl wasrushed to the Stellenbosch Hospital where she was declared dead at approximately 18:50 that evening. Despite all the efforts she could not be saved.

The names of the deceased and the mother are known to the Stellenbosch Municipality, but we are unable to provide them to the media.

“This unforeseen and unfortunate course of events saddened all of us and put a damper on the Christmas spirit and was definitely not taken well by us in the Fire fraternity”, said Wayne Smith.

The Stellenbosch Municipality is greatly saddened by this horrible incident and extends its sincere condolences to the family of the deceased.

NOTICE

Residential Load (Geyser) Control Project

This notice serves to inform all residents of Stellenbosch in areas affected by this Residential Load Control Project that the project will be placed on hold during the holiday season. The project office will be closed as from Friday 13 December 2013 and will re-open on Monday 06 January 2014.

Please note that the project is not operational as yet and no geysers are being controlled at this time. Residents shall be informed in advance about the plans to initiate the switching program of all geysers with an installed switching device during the evening peak time.

ALL SITE INSTALLATIONS, INSPECTIONS AND TESTING HAS BEEN SUSPENDED UNTIL THE PROJECT OFFICE RE-OPENS IN THE NEW YEAR. RESIDENTS SHOULD BE CAREFULL OF INDIVIDUALS THAT MAY REQUEST ACCESS TO RESIDENTIAL HOMES UNDER FALSE PRETENCES. SUCH ACTIVITY MUST BE REPORTED TO THE POLICE IMMEDIATELY.

Residensiële Ladingsbeheerprojek (warmwatertoestelle)

Hierdie kennisgewing dien om alle inwoners van Stellenbosch in die areas wat deur die Residensiële Ladingsbeheerprojek beïnvloed word, te verwittig dat die projek gedurende die vakansieseisoen ingekort gaan word. Die projekkantoor sal gesluit wees vanaf Vrydag, 13 Desember 2013 en sal weer op Maandag 6 Januarie 2014 heropen.

Neem asseblief kennis dat die projek tot dusver nog nie operasioneel is nie en geen warmwatertoestelle word tans gekontrolleer nie. Inwoners sal vroegtydig in kennis gestel van die planne om die skakelingsprogram te begin. Hierdie program sal alle warmwatertoestelle met ’n geïnstalleerde skakelingstoestel, gedurende spitstye in die aand beheer.

Residents are advised that Stellenbosch Municipality do not encourage the giving of “Christmas boxes” or donations to staff, particularly to those that solicit directly from the residents. In the spirit of goodwill and the festive season, there is a natural tendency of kindness and giving, but this unfortunately also has led to too many negative consequences.

Problems have arisen where people posing as municipal staff have solicited for money, sometimes rudely and aggressively. This is normally followed up with a threat that waste will not be collected if their demands are not met. This behaviour will not be accepted from the municipality’s staff, and hence under no circumstances is staff encouraged to solicit donations. All permanent municipal staff is in receipt of a bonus which is paid in November.

Apart from the date, time and place, the staff identity number and/or vehicle registration number should be provided so that the culprits can be identified.

Such reports will be investigated immediately and, where residents are willing to testify, the municipality will be able to prosecute offenders. Should you be aware of outsiders posing as municipal staff, the matter should be reported to the South African Police Services.

If residents believe that excellent service has been provided, they should notify the Manager: Solid Waste Management, who will take compliments to the respective staff member and ensure that due recognition for service excellence is noted within the municipality.

The 17thCouncil meeting scheduled to take place on 2013-12-11 has been rescheduled to take place on 2014-01-16 in the Council Chamber, Townhouse, Plein Street Stellenbosch at 15:00.
